Aged Care Commissioner

Carolyn Cooper has been appointed Aotearoa New Zealand’s first Aged Care Commissioner. The Aged Care Commissioner will be located in HDC (Health and Disability Commission) to provide leadership and promote systemic change and improvements across the entire sector as well as being a recognisable figure for investigating complaints.

Prior to this appointment, Carolyn was Managing Director for Bupa Villages & Aged Care New Zealand. Carolyn has extensive experience in New Zealand and Australia across emergency nursing, aged care, rehabilitation, orthopaedics and executive management.

During her time at Bupa, Carolyn served on the Board of the New Zealand Aged Care Association and the interRAI New Zealand Governance Board and was a member of the National ARC Steering Group along with a number of clinical advisory groups.

Prior to joining Bupa, Carolyn worked as Executive Director, Clinical Operations for the Illawarra Shoalhaven Local Health District based in Wollongong, New South Wales. She also worked as a General Manager for Canterbury DHB, has been the Chief Operating Officer at Wairarapa and Hutt Valley DHBs, and worked as the Executive Director of People and Culture for the Wairarapa, Hutt, and Capital and Coast DHBs. She has experience in the public health system in New Zealand and Australia, as well as in the private health sector and for ACC in New Zealand.
